I disagree, and I have to agree with @"GandaLoda". The current implementation only allows for 12 videos to be in the front page, with an extra 6 on top showing what people are currently viewing. The "Top" section would only be expanding the front page, not substituting what is currently there. With a top section you would allow the users to see the most recent videos, top videos, and videos being watched at the moment, which is a good thing in my opinion.
Regardless of "status" or reputation or whatever, not every video uploaded by the top creators will be top quality. While most of us strive for the best possible results, at the end of the days some videos are great, some are good, some are just ok, and some are mediocre. Any user can make a great video, regardless of reputation.
