"You are not allowed to watch this video" ok, but why?

When i try to view THIS video, it basically just tell me to fuck off (just a black page with white text that says "You are not allowed to watch this video").

I've tried chrome and firefox, incognito/private modes, clearing cache, and ctrl+f5'ing (on both).

The only thing left I can think of is that my account is too new? (i made it ~10 minutes ago)

Is that the reason, or is something wonky goin' on?
